The Dr. Robert A Barrett Award for Management Excellence was presented recently to a very surprised recipient. Eagan?s City Administrator Dave Osberg was presented with the highest award bestowed by the Minnesota City/County Management Association . With a career spanning 36 years as city administrator in four communities, Osberg spent 24 years of that time as City Manager of Hastings. He impressed the selection committee by his leadership and mentorship qualities in addition to his generous support of others in public management positions. Quoted In an article in the Eagan paper, Mayor Mike Maguire praised Osberg for his high ethical standards and his ability to elevate others as well.
