Corrections Officer Faces Charges

Kathy Keena, Chief Deputy of the Dakota County Attorney’s Office announced that Randy Allen Beehler, age 53 of Foley, has been charged with one count each of Criminal Sexual Conduct in the Third Degree and Criminal Sexual Conduct in the Fourth Degree in connection with having sexual relations with a female detainee he was transporting. According to the criminal complaint, on September 30, 2019, Beehler was transporting the victim between two facilities, and stopped for food in Cannon Falls. The victim indicated being willing to do anything for some food, to which Beehler allegedly asked if that included fooling around. After stopping at a drive-thru in Cannon Falls, Beehler moved the victim to the front seat, and they engaged in sexual behavior while driving through Dakota County. When questioned by an investigator, Beehler initially denied any inappropriate contact, but eventually admitted that he had gotten the victim food at McDonald’s in Cannon Falls and permitted her to sit in the front seat of the vehicle while there. He also admitted the victim performed the sexual acts. Keena commented that it is a felony under Minnesota law for a correctional officer to engage in sexual acts with a person who is a resident of a jail, prison, detention center, or work release facility, or under supervision of the correctional system, adding that consent by the individual is not a defense. Criminal activity of this nature is a significant breach of trust. Keena also commended the victim for the courage to report these allegations to law enforcement. Beehler is presumed innocent until proven guilty by due process of law.
