The Hastings Planning Commission met for regular business on Monday evening, and deliberated the preliminary and final plat for the Villas at Pleasant development, at Pleasant and Northridge Drives. The Commissioners discussed why the plan wasn’t altered to remedy previous concerns with the cul-de-sac. A representative for the applicant said fencing and landscaping was added, which he stated was appreciated by the neighbors he spoke with. He added that the Hastings Engineering department would not compromise on the cul-de-sac design or allow an alternative style turn around. He said removal of the cul-de-sacs and connecting the roads would place the homes and or road closer to the neighbors and adversely affect the drainage of the site. The Commissioners voted 4-2 to recommend approval of the preliminary and final plats as presented with the following added condition that the two western cul-de-sacs are reduced in size, despite Engineering Department current standards. The City Council will consider a 2nd reading for the rezoning and hold a public hearing for the preliminary and final plat at the September 21st City Council meeting.
