The 2026 Neighborhood Infrastructure Improvements public hearing was on Monday, April 6, during the
Hastings City Council meeting. Also on the agenda for the Neighborhood Improvements was a resolution to order the improvements and adopt the assessments.
Cody Mathisen, consulting engineer for the City of Hastings, presented an overview of the Neighborhood Infrastructure Improvements project and engaged in discussion with the council.
During the public hearing, attorney Ellen Stojak of Fredrikson & Bryon Law Firm represented Conzemius Dairy Farms. On behalf of her clients, attorney Stojak submitted an objection letter to the assessment. Printed copies of the objection letter were distributed to city staff and councilmembers.
The council approved the resolution to order the improvements and adopt the assessments.
According to project documents, the scope of the Neighborhood Infrastructure Improvements will take place at Pleasant Street to Whispering Lane to 4th Street in the form of reconstruction, and reclaim will happen from Trunk Highway 55 to Whispering Lane.
From 4th Street West to Farm Street and River Street will be a reconstruction, and from Pleasant Drive to Farm Street will be a reclaim.
Construction is set to begin in May of 2026 with an end date of October 2026.
The total cost of the project, including contingencies, engineering, administrative and legal fees, and the construction, is a cool $4.82M. Assessed to private properties is an estimated $679,000, and the approximate percentage assessed is 15%.
