Hastings Public Works Department has been planning for flooding in the city. They anticipate the First Street underpass and the Spiral Hue Loop, underneath highway 61 on the north side of the river, to be under water in the near future, if the rainy weather continues. Public Works Director, Tom Montgomery, explains how the city will protect public safety.
