A man is in Dakota County Jail after a woman was found dead in his home Friday morning. Police responded to a report of a dead body at a residence in the 500 block of 9th Street in South St. Paul. Police Chief William Messerich said South St. Paul officers took Thomas Michael Luby into custody for questioning and are not seeking anyone else. Luby is scheduled to appear in court on Monday. South St. Paul Police, the Minnesota Bureau of Criminal Apprehension and the Hennepin County Medical Examiner’s Office are investigating.
