The DCSO reports that on August 28, Charles Wilcher, age 42, was arrested after an undercover online operation conducted by the DCSO. Wilcher was identified after attempting to solicit what he believed to be a 14-year-old girl for sex on a mobile chatting platform. He arrived at a location in West St. Paul to meet the girl in person, and was subsequently arrested by Dakota County detectives and Ramsey County deputies. Wilcher has been charged with Felony Electronic Solicitation of a Child to Engage in Sexual Conduct. At the time of his arrest, Wilcher had outstanding arrest warrants out of Ramsey County and a criminal history including convictions for past sexual offenses against minors in other states. Bail is set at $100,000, and his next court appearance is set for September 23.
