Water has been reported to be seeping up on Sibley Street, in front of the Black Dirt Theater, and crews were on the scene by 10 AM Monday morning to investigate the leak. Interim Public Works Director/City Engineer Ryan Stempski explained the process.
Crews are expected to start excavating on Tuesday morning.
