Rice Man Accused of Failing to File and Pay Taxes, Faces 22 Felony Counts

A Rice man is facing multiple felony tax charges in Dakota County after prosecutors say he failed to file and pay income and sales taxes over several years.

The Dakota County Attorney’s Office has charged Dillon John Blocker with 22 felony counts, including willfully failing to file income tax returns, failing to pay income taxes, and failing to file and pay sales and use taxes.

According to the Minnesota Department of Revenue, Blocker operated several tree service businesses and allegedly earned taxable income from those businesses, along with casino gambling winnings.

Investigators say he failed to file Minnesota income tax returns from 2020 through 2024 and failed to file and remit sales taxes for multiple periods between 2020 and 2025.

Authorities say Blocker allegedly owes more than $221,000 in unpaid income and sales taxes.

Court documents also state he told investigators he knew he was required to file tax returns but didn’t because he wasn’t good at paperwork.

Each felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both.

As with all criminal cases, the defendant is presumed innocent unless proven guilty.
